The unseeded Safarova, who upended third-seeded fellow Czech Iveta Benesova in the semifinal, breezed past Peng 6-4, 6-2 to claim the $22,000 first prize.
The 21-year-old Safarova, performing in her sixth career final, improved to 4-2. Her previous title came at Gold Coast, Australia in 2006.
Peng, who advanced to the final by beating fourth-seeded Suarez Navarro, fell to 0-2 in two career WTA Tour finals, the first being a 2006 loss in Strasbourg. She is now 1-1 lifetime against Safarova and collected $12,000 as the runner-up.

Will he or won't he? Now that the Dallas Cowboys have a new head coach in Wade Phillips, the big question will be: Does Terrell Owens stay with the team.
Jerry Jones continues to suggest that Terrell Owens will remain with the team.
"I've said that he's back, he's here, he's under contract," Jones said. "In the interviews I've just been through (to hire a new coach), it was very clear to me how highly he's thought of and how much of an impact he had on our offensive success."
Just to be sure though, Terrell Owens cleared out his locker and removed his name plate.
